Richard F. Barbacane

Richard F. Barbacane is a Distinguished Educator and Consultant for the field of Special Education. Prior to his present position, Barbacane was Principal of the Buehrle Alternative School in Lancaster, Pennsylvania, which serves at-risk youth in grades 6 to 12.

During his career, Barbacane has held positions in eight schools in Lancaster (PA) district, beginning as a special education teacher in 1970. In addition, he was appointed Supervisor of Research and Special Education in 1987 before moving to the Buehrle Alternative School in 1992. He served in this position for ten years focused on the special needs of his students and developed alternative methods of instruction to meet individual student needs.

As a result of his research and experience, he was invited by the United States Office of Special Education to participate in the "Trainer of Trainers" Program and served as a consultant to supplement IDEA legislation. He has made presentations in thirty-five states and has served as a consultant to teachers and principals of schools supported by the United States Department of State overseas. He has been interviewed by MSNBC with Brian Williams and CNN on special education issues.

Barbacane's career is further distinguished by a high level of involvement in local, state and national associations for K-8 principals. He served as president of the Lancaster Administrators Association, and as a member of the executive committee of the Pennsylvania Association of Elementary School Principals. In July of 2000, he was elected President of the National Association of Elementary School Principals, an association serving more than 28,500 elementary and middle school educators in the United States.

In his community, he has served as chairperson of the Lancaster United Against Truancy Committee, member of the United Way Agency Review Committee and the Community That Care Committee. Barbacane has been honored locally and nationally for his service to community and education.

Richard F. Barbacane received his B.S. and M.S. degrees in Special Education from Millersville University (PA). He received his Administrative Certification from Temple University.
